New Homes Sector Net Zero Transition Plan

The Future Homes Hub has worked in collaboration with developers, the supply chain, sector organisations, and with support from The Carbon Trust, to develop the New Homes Sector Net Zero Transition Plan.

This plan provides a framework for the new homes sector to achieve net zero emissions in line with the Government’s carbon budget delivery plans, and to measure progress towards it.

The plan is the first step toward offering greater long-term certainty for developers and their supply chain, and fostering the collaboration needed to achieve our collective net zero goals.

At launch, 35 of the leading UK homebuilders have already committed to contribute to sectoral decarbonisation in line with the plan, and to collaborate by sharing data, expertise, and to work together to reduce emissions at scale.

The Context

The UK is legally committed to reaching net zero carbon emissions by 2050.


The new homes sector has a crucial role in this, with a government commitment to deliver 1.5 million new homes by 2029.


Our sector faces unique challenges: rapidly increasing housing demands, pressures on supply chains, and the critical need for carbon reductions in construction and home operations.


This plan creates a shared framework and direction, delivering long-term certainty for developers, their supply chains, and other stakeholders.

Next Steps

The Transition Plan will undergo regular updates, with the next major iteration planned for early 2026.


This will involve:

  • Re-baselining the plan, taking into account updated and better quality, more granular data from the homebuilding and other important sectors
  • Working alongside other Hub workstreams on collection of performance data and improved methodologies for measuring carbon emissions
  • Tracking the progress of the sector based on refreshed inputs, and identifying where any course correction and additional focus is required
  • Take onboard feedback and implement additional functionality within the plan to increase its usability and relevance to different members of the homebuilding community
