Produce the new BREL compliance reports

Find out how to produce reports that show new homes meet ‘Part L’ building regulations for energy efficiency.

  • Compliance reports are required if building in England under new regulations which came into force on 15 June 2022.
  • Scotland, Wales and Northern Ireland are introducing their own changes. 

Produce new reports through SAP


The Buildings Regulations England Part L (or ‘BREL’) reports will be produced by SAP assessments to show if homes use less energy and produce lower carbon emissions.


You must use your SAP assessment to get the following 2 BREL reports for each new home:

  • the design stage BREL report - produced before any building work starts
  • the as-built BREL report - must be signed by the SAP assessor and builder


You must also provide copies of each report to homeowners to show their homes meet new energy efficiency regulations.
